How Recent Must Proof of Address Be? Council Tax and Document Dates
Understand issue dates, statement periods and download dates, and why an annual council tax bill needs to be checked against the recipient’s own evidence rules.

There is no single age limit for every proof of address document. The permitted period depends on the recipient, the document category and sometimes an expressly stated exception. Check the exact rule before discarding a document or requesting a replacement.
Four dates that can mean different things
- Issue date: when the organisation produced the document.
- Statement or billing period: the period covered by the record.
- Due date: when payment is required.
- Download date: when you saved a copy.
These dates may be close together or far apart. If the request says “issued within” a period, a later payment deadline or recent download does not automatically satisfy it.
Does a council tax bill last a full year as evidence?
An annual billing cycle does not create universal acceptance for twelve months. Check whether council tax is an eligible category and whether the recipient states a special rule for annual documents. A bill can describe the current tax year while still being older than the permitted issue-date window.
Why do official pages sometimes give different windows?
A general rule and an exception may refer to different document categories. Wise, for instance, separately mentions a recent-document requirement and a longer window for certain local-authority or authorised-institution correspondence. Confirm the applicable category rather than selecting whichever sentence is more convenient.
If your document is too old
- Check whether a newer official statement already exists.
- Ask the issuer whether it can supply a current eligible record.
- Confirm whether a duplicate retains the original issue date.
- Ask the recipient for another accepted category if no suitable new record is available.
Do not assume that ordering a duplicate makes the underlying document newly issued. Never update a date yourself to fit a verification window.
What if the wording is unclear?
Ask which date the reviewer uses and whether the limit is expressed in calendar months or days. If the deadline is close, request confirmation rather than guessing how it will be counted.
Keep a short application note
Record the document category, relevant date, recipient's stated window and any specific exception confirmed by support. This is especially useful when preparing evidence for more than one institution, because acceptance by one recipient does not extend another recipient's date limit.
